Brothers and Sisters of the Sword of Caine,

I come to you tonight to announce the Consistory's discussions of the topics presented by the Ecumenical Council have concluded.

It is my pleasure to share with you the findings of the Consistory.

1. On the Regulation of the Priesthood

The Consistory has reviewed the numerous requests regarding the Clergy, the spiritual leaders of the Sabbat. It is, as it has always been, that the title of Pack Priest shall continue to be chosen by the Pack. No Pack should be without a Priest.

While the legitimacy of a Pack Priest is the responsibility of the Ordained Clergy, and some have noted that the Clergy, as a whole, is ultimately responsible for the education of the Pack Priests, it is each Pack Priest responsibility to furthering his or her own education.

2. On the Creation of Formalized Educational Programs

The Consistory does not feel the need to create any kind of formal "schools" regarding the Ritae, or the "correct" or "proper" methods which Pack Priests or members of the Clergy should adhere to.

3. On the Auctoritas Ritae of Monomacy

The Auctoritas Ritae of Monomacy is to be held sacred. If Monomacy is declared or conducted in a way unfitting of an Auctoritas Ritae, all shall abide Article VIII of the Code of Milan.

All Praise to Caine; it is to his honor we devote the Auctoritas Ritae.

4. On Heretical Paths of Enlightenment

The Path of Harmony is Heretical. The Path of Bones is Heretical. The Roads of old are to be reviewed on a case by case by the Inquisition to deem wither they are heresy or not.

The Inquisition shall investigate and duly pass judgement on Heretics.

5. On Diabolism in the Sabbat

It has been decided that Diabolism is an allowed practice in the Sabbat, but it is a practice which requires both careful approval and constant monitoring. It is the sacred duty of the Inquisition to perform this approval and monitoring, as well as any testing and judgement required of these Diabolists in the future

The Order of St Blaise shall be charged with overseeing the careful use of these approved Diabolists and their activities. The Occult Underground shall record all abilities and knowledge of those approved to be Diabolists. For approved Diabolists, the Pack known as the Keys of Solomon shall oversee the training of Diabolists, and the mission-specifics when Diabolists are approved by the Order of St. Blaise to be employed in service to the Sect.

In all matters concerning Diabolism in the Sabbat, the Consistory shall serve as the final authority on all matters. Any individual who is an approved Diabolist shall be made known to the Consistory, whom may ratify the approval.

6. On the self-professed Diabolists, the Keys of Solomon

There are no approved Diabolists in the Sword of Caine at this time. The Pack known as the Keys of Solomon must undergo the approval process. The Keys of Solomon have agreed to abide by this decision.

7. On the topic of Caine

It is Heresy to deny Caine; it is not heretical to question knowledge of Caine when engaging in scholarly and holy pursuits.

I wish to thank every free son and daughter of Caine who participated in these discussions; discussions which yielded questions and concerns from all around the globe, both numerous and complex. Throughout it all, the speakers were vivacious, animated, and passionate.

However, Caine willing, when all was done, we remained as one, united in these dark times around the flickering light of freedom as we confronted our fears and concerns, forging policy and doctrine to aid us in the battles and nights to come.
