2022
- A Delegation from the Bahari have petitioned the right to argue for sanctioned membership into the Sabbat.
- This motion passed the Council. Response: The Consistory finds that any and all Vampires who would pledge to the cause of the Sabbat completely and fully are worth at least the chance to do so. As such the group known as the Lhaka, Baharists who claim to hold Caine and Lilith in equal respect with a desire to commit to our cause, shall receive the following. They will be permitted one years time, from this announcement, to prove themselves to the Sword of Caine. During which time each and every single prospective member will present themselves to the Inquisition for screening. Those who fail this screening will be purged, while those who pass will be considered Protected by the Consistory during the groups trial period. A formal debate will then be held at the next year's Ecumenical Council (or a second event if needed). One group will argue for their permission as members of the Sect and one group will argue against. We leave it to the Cainites of the Sword of Caine to formulate these groups. The Regent himself and a panel of peers will observe the Debate and decide on the fate of these Lhaka. Understand that the Consistories protection does not give these individuals freedom to operate without consequence. They should be treated as prospective recruits, but watched carefully. Abuses should be reported to the Inquisition immediately.
- Are Brothers and Sisters required to participate in every Vaulderie? Are City wide vaulderies outside of the High Holidays hersey in attempts to enslave sabbat?
- This motion failed to pass the Council. It is the opinion of the Council that to not participate in Vaulderie is not Heresy, but that you should alway participate with your Pack. There is no requirement to participate on the High Holidays or other such occasions.
Response: The Consistory finds that the Vaulderie is not a mandated ritae. That is to say, one need not participate in every vaulderie. It is expected that all Cainites vaulderie with their packs, and attend the ritae on High Holidays. Those who do not adhere to these observations, those who actively skirt or avoid the Vaulderie, or those who actively remain outside of the pack structure are to be scrutinized heavily, and are likely to draw the eye of the Inquisition personally.
- Should Monomacy always be to the death and should Champions be allowed?
- This motion passed the Council, but a clarification is in order due to the nature of the question. It is the Council's belief that Monomacy should indeed be to the death but Champions should NOT be allowed.
Response: The Consistory finds that the use of Champions and Intermediaries in the sacred Rite of Monomacy is outlawed. Additionally we find that Monomacy is the final arbiter of Sabbat Justice. A Monomacy called without seeking mediation or reconciliation first should be heavily scrutinized, and likely is the result of a failing priesthood or local clergy. It is the Consistories opinion that Monomacy should be to the death, but it is not mandated as such at this time.
- The Anarchs continue to steal Sabbat secrets. Should we declare war upon them or what means should we address this?
- This motion failed to pass the Council.
Response: The Consistory finds that this is a grave concern. Obtenebration, Vicissitude, Valaren, Sabbat Blood Magics, our Combination powers, and more are sacred to the Sabbat. To sell, trade, or give these things away are the grounds of Wild Hunts. All Consuls serving in their capacity should be looking into this matter. They should alert Clergy and the Black Hand to such things when they encounter or suspect them. All members of the Black Hand should actively be investigating and hunting down confirmed traitors.
- Can you challenge someone to monomacy over items they have completed contrition on?
- This motion failed to pass the Council.
Response: The Consistory finds that the completion of a properly performed Contrition is to be the end of the matter. The issue is resolved, the grievance is resolved, and to continue to bring it up is to spit on the Ritae itself. That said, for a Contrition to be performed honestly and earnestly, the contrite must refrain from engaging in said behavior or incident after the fact as well. If a Cainite reengages in such behavior, the Priest who performed the Contrion is within their rights to reevaluate their behavior, and declare the former Contrition as having been failed due to the contrite’s inability to learn from their mistakes.
- Should all Blood Baths also be Vaulderies or remain optional?
- The opinion is that they should be optional
Response: The Consistory finds that this should remain an option rule. However, it stresses that the ideal founded city involves a Bishop who is well connected to their packs, and packs who are well connected to their Bishop.
- Is the Blood Feast only for Celebration purposes? i.e. is it heresy to perform a blood feast for battle.
- This motion failed to pass the Council. It is the opinion of the Council that to use the Blood Feast for such is not Heresy.
Response: The Consistory finds that the Blood Bath is a celebratory ritae, not a tool to be used only for war. As such, using it expressly for combat is to be seen as Heretical.
- Should only a Bishop or Higher be allowed to call a Wild Hunt?
- This motion failed to pass Council. It is the opinion of the Council that the duty should still fall to Priests.
Response: The Consistory finds that Priests should be capable of calling the Wyld Hunt. However, to avoid poorly educated clergy causing a problem for the Sword of Caine, those of higher clerical stations within the Sabbat may cancel the Wyld Hunt called by those underneath them.
- Should the Occult Underground still be required to register all Blood Magic users within the Sabbat?
- This motion failed to pass the Council. It is the stance of the Council that this duty no longer falls to the Occult Underground.
Response: The Consistory finds that the Occult Underground need not monitor or record the Blood Magic within the Sabbat. The Consistory also finds that the Inquisition need not maintain a registry of their own. However, the Inquisition remains empowered to question Blood Sorcerers on the nature of their loyalties and the source of their Blood Magic.The Occult Underground will remain committed to assisting the Inquisition in this matter.
- May the leadership of a diocese empower a true sabbat to act as an intermediary with other supernatural beings to establish a level of communication to maintain and enhance the strength and stability of the diocese and thus the Sword of Caine?
- This motion passed in the eyes of the Council.
Response: The Consistory finds that the Silence of the Blood is intended to reflect on our dealings with Mortals and groups who would hunt us or detract from our struggle against Gehenna. We find that the position of Consul is to be empowered to also apply to other supernatural groups, though no additional status is to be held. Selling or trading in the secrets of the Sabbat, to anyone outside the Sect, remains a heretical offense.
- Rescinding Previous Council Decision Regarding Roads, and Acknowledging Old Paths.
- This motion failed to pass the Council.
Response: The Consistory finds that the concept and the growth of morality within the Sabbat has changed since the Sabbats founding. In conjunction with several factions and the Black Monastery, a list shall be provided of Paths and Roads deemed Heretical, Non-Heretical, and Apocrypha (questionable). The Inquisition is empowered to enforce this list, and question all those who may fall into any of its categories for possible heretical behavior.
- Is the Code of Samiel heretical?
- This motion passed the Council. It is their opinion that it is indeed Heresy to follow this Code.
Response: The Consistory finds the Code of Samiel and those who practice or have been treated with the Blooding, as Heretical to the Sabbat.
- What should the sects recruitment tactics be for encouraging Cainities to join the Sabbat who are not part of it?
- This motion passed the Council and as such recruitment tactics shall become a topic of great discussion by the Consistory.
Response: The Consistory finds that the efforts to recruit and establish fresh lines for the Sabbat is a vital topic. Two members of each and every faction of the Sabbat shall be elected from their peers, and sent to convene on the topic, with each Faction being permitted to put forth an agenda or plan for their method in accomplishing this task. This conversation will be held at the next Ecumenical Council, independent of the Council debate.
- Should the Tzimisce be afforded the same benefits within the Sabbat as the Lasombra and other Clans who are permitted a measure of Positional Status simply for being the clan they are, for their efforts in founding the Sabbat.
- This motion unanimously failed the Council.
Response: The Consistory finds that the idea of the Tzmisce being seen as equal in the eyes of the Sabbat is worth additional scrutiny. This topic shall remain open, and discussed at the next Ecumenical Council.
2023
- On the topic of Embraced Changing Breeds
- The Consistory's Verdict: The Consistory finds this proposal and its vote agreeable. We as a Sect should not traffic with the Changing Breeds, and while we often must do what must be done, embracing them, giving them status, bringing them into the Sword of Caine, should not be allowed.
- On the topic of the Removal of the Honorary Status
- The Consistory's Verdict: With the overwhelming support of this proposal, The Consistory can not help but be moved. Still, we of The Consistory believe it would be an understatement of the history of these Clans to simply remove the status. As such, we will change the way this status is recognized, from this night forth those clans shall instead be given the Reputational Status of Revolutionary, which shall take a place of any previously named status surrounding those clans' deeds and history within The Sword of Caine.
- On the topic Dissolution of The Convention of Fire
- The Consistory's Verdict: The Convention of Fire remains necessary as the threat of the Baali, the Infernal, and other such entities remains quite active. However, it may be time for this Convention to be revisited, or readdressed. We of The Consistory vote to keep the Convention of Fire ratified, but are asking that a more formal decision about how to move forward with it be brought forward to the next Ecumenical Council.
- On the topic of the Dissolution of the Consul Position
- The Consistory's Verdict: The Consistory can not help but continue to see the merits of the Consul position, but this ruling from Ecumenical Council likewise helps us see the risks of it. Having just this last Ecumenical Council, voted to increase the reach of the Consul, we can not in good faith then close it the year later. However, a decision has been reached. The Consistory sees that the position of Consul, shall not carry with it any additional status. Additionally, the position of Consul, appointed only by an Archbishop or Higher within the Clergy, shall require a purpose. That is to say, when a Consul is appointed, they will be given a task or a job to complete, and a time frame upon which it is to be completed. Upon the completion of such a task, the position and its protections and authorities are dissolved. Those who abuse this or seek to acquire a Consulship that has no parameters or timeline will find themselves quickly at odds with the Consistory and the mandate of this important work.
- On the topic of Declaring the Giovanni Anathema
- The Consistory's Verdict: It is rare for The Consistory to rule against the popular vote. Likewise it is rare for information about Clan Giovanni to be spread out amongst the Sword of Caine. With the appointment of Priscus Monsignor Uriah, of the Harbinger of Skulls Clan, they have taken it upon themselves to make one thing abundantly clear. Augustus Giovanni is not an Antediluvian. This topic is closed, and we will not be making Clan Giovanni an Anathema. If any wish to debate or engage in this topic, seek out Priscus Uriah, he has agreed to take on all discussions on this topic going forward.
- On the topic of making Humanity eligible for status based on dedication to their morality
- The Consistory's Verdict: The Consistory does not find Humanity to be a Path of Enlightenment or one of the Roads upon which we recently issued terms during the last Ecumenical Council. We do not see any reason to elevate it as such. However, there is something to be said for those who can maintain their Humanity securely within the face of our Sect without hindering the sect. As such, those who maintain a higher level of Humanity will be awarded the Reputational Status ‘Penitent’ so long as they remain at such a height. (Humanity 6+ as recognized by current OWBN Morality Bylaws)
- On the topic of Recognizing Caine as the true Father
- The Consistory's Verdict: While the Clergy chose to dismiss this topic, The Consistory asserts that Caine is already recognized as the Father of Cainites. There is no need to make any additional rulings.
- On the topic of the Dissolution of the Moderates
- The Consistory's Verdict: The Consistory recognizes that this motion did not pass the vote of the Clergy.
- On the topic of the Dissolution and redistribution of the Order of Saint Blaise and the Ecclesiasticals
- The Consistory's Verdict: The Consistory agrees with the Clergy's proposal to table this until the next Ecumenical Council where it will be given its own topic once again. This gives both factions the better part of a year to discuss what they wish to see done.
- On the topic of the Dissolution and reorganization of the Occult Underground
- The Consistory's Verdict: This motion was not passed by the Consistory. Further, The Consistory believes both the Occult Underground and the Ultra Conservative factions could do better to work in unison to the benefit of the Sword of Caine, and would ask that they work to see this done going forward.
- On the topic of Nomad Representation and Respect
- Note: The Clergy wished to remind the Nomadic that there was an open Cardinal position for the Nomadic, but there had been no nominations for this at the time of the Council.
Note: I, in my capacity as Regent of the Sword of Caine, have requested that Light, Warlord of the Crimson Horde, collect stories/grievances to air. Additionally, I, as Regent of the Sword of Caine, announced to the Nomads that if you have a grievance, to bring it to my office and I will find a way to resolve this. Those Nomads with comments or concerns may reach out to Paladin Dayana Bone' and Paladin Lewis. The Consistory's Verdict: This motion was not passed by the Consistory. Future Cardinal Joseph Pander will speak for the Nomads. If, with his aid, a proposal or terms can be drawn up that do not involve threats to the whole of the Sword of Caine and warrant the future Cardinal’s approval. A new docket item could be entered into future Ecumenical Councils.
Personal Note: The threats made to my person and the Sword by a founding Faction Head have not been forgotten and will be discussed going forward.
- On the topic of the Heresy of the Angellis Ater
- The Consistory's Verdict: The Consistory finds itself in agreement with the Ecumenical Council body. As such The Consistory will see this pass. Members of the Angellis Ater will find no safety within the Sword of Caine. Elevating them to Anathema would be to put them on par with the Antediluvians, which is not something The Consistory can agree to. Instead the Angellis should be seen as corrupting, dangerous, and threatening as any Baali, Infernalist, or servant of The Pit.
- On the topic of the Lhaka
- The Consistory's Verdict: The Consistory thanks the Clergy of the Ecumenical Council for not making it repeat itself. The Debate on the fate of the Lhaka shall take place as planned, and soon.
2024
- Ecumenical Council 2023 Continued Proposal: Dissolution and redistribution of the Order of Saint Blaise and the Ecclesiasticals. The Ecclesiasticals and the Order of Saint Blaise will put their disagreements aside, and merge to become one unified entity within the Sabbat, with the Legion surrendering its titles and holdings to the Ultra Conservatives. This new faction will choose a new name so as not to besmirch the good work of either, working title is The Orthodoxy. Submitted by Cardinal Polanco
- Consistories Decision: The Consistory recognizes the dissolution of The Order of Saint Blaise and The Ecclesiasticals, and welcomes the rise of the newly minted joint faction The Orthodoxy. This new faction shall be given five years to prove its worth, wherein a docket item will be placed on the Ecumenical Council of that year, to determine if the Faction should remain whole. As for The Legion, it shall not be handed to the Ultra Conservative Faction, its future, lies elsewhere. Chancellor Cato of the Legion, shall retain control, for now. This proposal shall pass.
- Eccumenical Council 2023 Continued Proposal: Dissolution of The Convention of Fire- This treaty has seen more abuse and use beyond its original scope. The goal at the time was to address a threat to the entirety of the Race of Caine known as the Baali. It is now used as an excuse to associate with our enemies and ally with them for any minor issue. Submitted by Archbishop Alexander Danesti
- Consistories Decision: The Consistory recognizes the threat posed by fraternization with the enemy, and has outlined and restricted the Consul position for exactly this purpose. The Treaty of Fire remains a valid Treaty, as the threat of Infernalism, the Baali, and Demonic influence has not abated in recent years. We remind All True Sabbat, that it is their duty to monitor their Brothers and Sisters, and to take action against treason or those who would abuse the letter or spirit of our laws for personal gain. This proposal shall fail.
- All this talk of Anathema this and Great Evil that. I think it would be pretty dope if we had a list of our own to mark down names, backed by actual fact and circumstance. We know our enemies are the Antediluvians, we know that their puppets gotta get got, but how about we take another look at who's standing in our way? I propose the creation of a new list. The Camarilla has their Red List right? Fuck them. Let's build our own list, call it Excommuncicado or something equally heavy as shit. Populate it with names that either a Cardinal or a full Faction sponsors to be eliminated on behalf of the Sword of Caine. Award unique status, fuck maybe a comendation for completing the work and getting the kill confirmed. What can we do with this idea? Enterprising and neck hungry Cainites, show me what you got. - Consistory Decisions: The Consistory finds this proposal to be worthwhile. The list shall be known as Excommunicado and will be devised and confirmed at the next Ecumenical Council. The Regent has requested that his office will take on the task of identifying, and assigning potential names for confirmation at the next Ecumenical Council, when the Excommunicado list will be codified for all True Sabbat to act against. This proposal shall pass.
- In order to ensure that Cainites have appropriate time to choose a pack that suits them well, I propose a change to the Orphan status. Under this change, the minimum time the Cainite must have remained packless to meet the requirement of the status would be increased from one month to four months without a pack. This would help to prevent especially the newest Cainites from feeling forced into packs that may impede their growth, freedom to choose the right pack, and service to the Sword. Praise Caine." - Consistory Decision: The Consistory is loath to alter or create rulings that may themselves create tension at the Pack level. The Pack remains the cornerstone of The Sabbat and its self-regulation should be respected. To that end, the Orphan Status was created to identify those who the Sword may be currently failing as well as those who may be at spiritual risk. The Consistory agrees that a greater timeline is needed, and would see that the time before declaring Orphan be raised to four months. We would also wish to state that any Cainite who is packless after such a lengthy amount of time, either desires to disconnect from the Sword, or has been failed by the local Clergy. Both should be remedied swiftly. This proposal shall pass.
- In recent years, the Sabbat has experienced a rise in the number of incidents involving Brothers and Sisters consorting with non-Sabbat entities in a casual fashion. If such actions are condoned or encouraged, the Sabbat will quickly find that its secrets and private affairs available for public consumption. Therefore: No member of the Sabbat shall knowingly engage in casual interactions with non-spiritual supernatural beings who are themselves not Sabbat, or revenants, ghouls, or property thereof, without explicit sanction from a member of their local Clergy equivalent to an Archbishop or higher or a member of the Black Hand. - Consistory Decision: The Consistory grows tired of hearing this same conversation again and again. There will never be enough regulation or rule of law to prevent fools or traitors from being foolish or treasonous. We again remind all True Sabbat, that it is their responsibility to monitor their Brothers and Sisters and remain vigilant for such interactions and behaviors. Further, the Consistory has decided to put a moratorium on this topic for the next five years. While a sufficiently succinct and functionally different proposal could be made during that time, any proposal that fails to differentiate itself sufficiently, will be denied. This proposal shall fail.
- The Code of Milan calls for All Sabbat to faithfully Observe all the Auctoritas Ritae. In order to hone and temper the Sword, it's members must actively participate in the Ritae, as indicated by the definition of Observe when taken in the context of rituals and faith. Merely watching the ritae does not fulfill the Sabbat's duty to the Code of Milan." - Consistory Decision: The Consistory finds that in accordance with the proposed amendments to this proposal, that it is sound. We see this proposal, with its amendments, to have passed.

- Consistory Decision: The Consistory has been informed of the Peer Review Board and its intention. We look forward to seeing what these four Factions can accomplish, together, and desire to see the Occult Underground redeem itself in the eyes of its peers.
- Proposition: That the sect stop targeting kids for the embrace and Initiation. Reasoning: Embracing children as Cainites is a risk without reward. Humans that have not reached adulthood are not complete beings to become Caintes. The risk to the Silence of the Blood is not worth it. There are plenty of adult humans that are available to become Cainites that are complete and do not add a risk to the Silence of the Blood. - Consistory Decision: The Consistory recognizes the passion with which this proposal was argued both for and against. It reminds each and every True Sabbat that they are to place the purpose and sanctity of The Sword of Caine above their own ambitions or desires. To that end, we trust the Clergy of each Diocese to attend to violations of this truth, and failing that, those Clergy should seek the aid of higher Clergy, the Black Hand or the Inquisition, based on the nature of the conflict. At this time, we do not see this proposal as being valid. This proposal shall fail.

- There has been a rise of instances where Packs have laid claim to Revenents and even Ghouls as serving in the role of Abbot within their ranks. To the extent and extreme that some Sabbat have even gone out of their way to claim that these tools and properties are pack members, and afforded the rights and protections of the Sword itself. This is foolishness. I suggest we formalize that Revenants and Ghouls are not in any way True Sabbat, hold none of the protections of True Sabbat, and may not be considered true members of a Sabbat Pack. - Consistory Decision: The Consistory finds in favor of this proposal. To clarify, only Initiated Cainites are True Sabbat. Revenants, Ghouls, Retainers, or any other sort are not Initiated Cainites, and as such, they can hold no official or unofficial positions within the Sabbat. An Abbot is a position of importance amongst a Pack, and while an Abbot is welcome to employ such entities in their work, those entities are not Sabbat, and will be afforded none of our titles under any circumstances. - In previous Ecumenical Councils, it was decided that The Sabbat would not align with the Followers of Set or the Giovanni. While we have not declared either an anathema, they remain not of the Sabbat and they remain not allies. As such, I suggest that any interaction with either group, outside of the Consul position which was reformed last Ecumenical Council in 2023, be seen as an act of treason, punishable by Wyld Hunt and or Death. - Consistory Decision: The Consistory has ruled in the past on what it means to be an Anathema within the Sword of Caine’s eyes. We reserve this title for The Antediluvians, or threats of equal measure. The Giovanni are not this. The Followers of Set are not this. They remain our enemies, but how we interact with them should remain up to the Clergy of the Dioceses in question to decide. As always we remind everyone it is the responsibility of all True Sabbat to monitor their Brothers and Sisters and to remain vigilant for violations in the spirit and letter of our laws, we would add that this proves doubly true in monitoring your Brothers and Sisters interactions with any entity, not of The Sabbat. - Withdrawal of Support from the Library at Alexandria Project. The Sabbat, as defenders of Cainite freedom and opposition to the tyranny of the Antediluvians, stands at a crossroads regarding the continued support of the Library at Alexandria project. This proposal outlines the reasons for withdrawing all forms of support from the Library, highlighting the inherent risks posed by its ideals, goals, and leadership, which inadvertently align with the machinations of the Antediluvians and the Camarilla. Statement of Concern: The Library at Alexandria, under the guise of knowledge preservation and scholarly pursuit, has increasingly shown its true colors as an institution that, intentionally or not, serves the ends of our greatest enemies. The leadership of the Library, particularly the Tremere Head Librarian, alongside various Camarilla-affiliated librarians, raises significant concerns regarding the ultimate allegiance and objectives of this establishment.

- Clarify that Matters of Sect Law, Sabbat Ritae, and the Code of Millan enforcement fall under the jurisdiction of the Sabbat Clergy and not the Sabbat Inquisition. - Protocols for Recruitment and the Handling of Non-Sabbat Gatherings Where The Treaty of Fire Would Not Apply: Proposal that an official recruiter position be designated, or that the existing Consul position be specifically available for those who are performing approved recruitment efforts. Once this position is recognized, no member of the Sabbat should attend social gatherings which they expect will include members of the Camarilla, without holding such a recruiter position, holding a current Consul position, or being a member of the Black Hand.
Even in the case of a recruiter or Consul, anyone who interacts in a non-hostile manner with a member of the Camarilla must report to a member of the Bishopric or above who is skilled in detecting Dominate and lingering magical effects, shortly after each encounter, to ensure that the enemy has not placed any commands or traps upon such Cainites.
